The Children’s Aid Society of Toronto (CAST) is pleased to share our 2025–2030 Strategic Plan, which outlines our priorities and commitments until 2030. Developed by our Board of Directors, Executive Team and Strategic Leadership Team, in collaboration with staff, service providers and community partners, the plan reflects our shared responsibility to improve outcomes for children, youth and families across Toronto.
The plan is grounded in CAST’s organizational commitments to Equity, Diversity and Inclusion, Truth and Reconciliation, Anti-Black Racism, and support for 2SLGBTQ+ communities. It will also be implemented with a clear focus on long-term financial sustainability to support our Service continuity and organizational stewardship.
CAST’s 2025–2030 Strategic Plan is guided by three Strategic Directions:
- Strengthening Children, Youth and Families
- Leading System Modernization
- Empowering Our People, Strengthening Our Purpose
These Strategic Directions provide the framework for how we will deliver on our mandate and strengthen outcomes over the life of the plan.
To strengthen accountability, we will also set annual Key Performance Indicators (KPIs) aligned to each Strategic Direction. The Strategic Plan includes the 2026–27 KPIs and highlights key Agency initiatives that also support progress. The KPI set will be reviewed and updated each year over the life of the plan.
